Russia has been escalating tensions, not the US, the French president has claimed

French President Emmanuel Macron has welcomed a reported decision by US leader Joe Biden to allow Ukraine to use American-made long-range weapons for strikes deep inside Russia.

It was reported on Sunday that the Biden administration was removing its ban on Kiev attacking internationally recognized Russian territory with US-supplied ATACMS missiles. According to Western media, Ukraine has been given permission to use the American munitions in Russia’s Kursk Region, where an incursion by Kiev’s forces has been underway since early August.

The White House has yet to make any official statements on the matter. However, the reports have been confirmed by the US State Department’s Assistant Secretary for Western Hemisphere Affairs Brian A. Nichols, who told Brazilian paper O Globo on Tuesday that “the weapons that President Biden has authorized Ukraine to use will give it greater ability to defend itself,” and possibly persuade Russia to “negotiate peace.”

Biden has made “a good decision” by reportedly permitting strikes on Russia, Macron told journalists on the sidelines of the G20 summit in Rio de Janeiro, according to reports by Politico and Reuters.

He said Washington had made a U-turn on the issue in response to the reported involvement of North Korean troops in the conflict between Moscow and Kiev.

“Russia is the only power that made an escalatory decision… it is really this break that led to the US decision,” the French leader said.

Deputy Pentagon Press Secretary Sabrina Singh said on Monday that, according to US data, it was likely that some 11,000 North Korean soldiers had moved into Russia’s Kursk Region. Washington has no information of those troops engaging the Ukrainian forces in combat, she added.

Neither Moscow nor Pyongyang have either confirmed or denied the reported deployment of North Korean servicemen.

French Foreign Minister Jean-Noel Barrot said on Monday that France was still thinking about following the US example and also lifting a ban on long-range attacks. Macron publicly stated in May that Paris was considering permitting Ukraine to use its SCALP missiles to strike Russian territory, the official added.

“We openly said this was an option that we would consider if it was to allow to strike a target from where Russia is currently aggressing Ukrainian territory. So [there is] nothing new on the other side,” Barrot said.

Kremlin spokesman Dmitry Peskov described the reported move by the Biden administration as “a qualitatively new spiral of escalation of tensions and a qualitatively new situation in terms of US involvement in this conflict.”

Russian President Vladimir Putin has previously warned that Moscow would view any strikes on Russia’s internationally recognized territory using American-supplied weaponry as NATO directly entering the conflict, given that Kiev is unable to fire sophisticated systems without Western assistance and targeting data.

The Russian leader warned that, in such circumstances, Moscow may opt for an asymmetrical response, by arming groups or countries hostile to Washington – such as North Korea – with advanced weaponry.
